Why is my column flooding

I have a VM still 1 3/4" with SS scrubbers to within 4" of the take off. There is a good 1.25 meters of scrubbers.
The still was not a problem till I changed scrubbers so unsure what I have done wrong !!!

I have a voltage controlled 2000w (220v) element on a 30 litre boiler. The column is flooding even on 850w of heating.
The cooling water is not hot so it seems an overload of vapour rather than a cooling issue.

The scrubbers seem packed correctly, but I guess they can't be!!!

Any suggestions are really welcome.

This may seem a silly question but how many scrubbers did you take out, when it was working properly, and how many did you put back in ?

Can you breath through the scrubbers or are they packed so tightly that they are blocking it and causing the flooding.

Apologies if those are stupid questions.
