OK, Cheers, I think I'd better not get carried away on heater size until I can have an electrician look at the house wiring for me then.
I think I'll use 3.31mm2 (12AWG) silicone insulated braid to wire it for a better overhead margin then.

I've modified your diagram to show my proposed circuit, yes I know the digital voltmeter is not as accurate, but it costs about 1/6th the price and I'm fairly confident I can learn to use it effectively for the purpose. Does that look feasible to you? I'm going to use two 40mm fans so as to be able to use a smaller enclosure and not sacrifice airflow.
I also wanted to ask, the PSR-25 will be mounted on an aluminium heatsink which will we mounted to the aluminium enclosure with conductive screws, will that be sufficient to ground the enclosure or would you run a wire and solder/screw it to the enclosure wall?

Mounting the PSR on a heatsink doesn't necessarily ground it...

Edit: I see on the diagram that the screws into the heat sink are earthed. Technically, that would be sufficient...you can check that you have a good earth with your multimeter...

Silly question probably but are the SSR modules wired the same as the PSR's?

A sparky mate of mine looked her over, checked this and that with a multimeter and said "looks good, don't do anything stupid with it."
20A rated cabling throughout, (though I won't be running more than 15A unless I have my house rewired... possible down the track.) dual cooling fans, compact size @ 188x120x57mm.
